archive_interval was set to 300 seconds in weewx.conf but overridden by 
VantagePro2's hardware setting (which I have no idea how to change)... so I 
simply used your suggested "wee_device --set-interval=5" and got it all set 
up 'more better'

I also did some reading and found that my Pro-2's wireless console was WAY 
WAY backleveled on firmware (version 1.9 instead of current 3.15) so I 
upgraded that as well.

Finally, I did use your "wee_utility --clear-memory" but it gave me an 
error message "UNKNOWN HARDWARE TYPE 79" in return, so I did it the old 
fashioned way and unplugged/removed-batteries for 5 minutes, and rebooted 
Raspberry-Pi.

SYSLOG looks dramatically different now, and WEEWX is putting out 4 years 
worth of updates, saying "STARTING BACKFILL OF DAILY SUMMARIES".  Already 
seeing sites like AWEKAS and PWS showing updates (though they're from 2013 
and slowly coming forward), so I have my fingers crossed that these minor 
changes have solved my problem.
