Two things: Your archive interval is pretty long: 30 minutes. Perhaps you intended this. If not, change it to something shorter, say 5 minutes, using the wee_device utility, with the --set-interval <http://weewx.com/docs/hardware.htm#vantage_archive_interval46> option.
Second, I suspect the main problem is that the memory in your Vantage has been corrupted, which is preventing archive records from getting downloaded at all. The WU still works because you are using RapidFire, which does not use archive records (it uses the more frequent "LOOP packets"), but the other uploaders will not.
