Can't you just put a link to the camera URL on the weewx webpage from which 
you want the user to link to the cam?

checkout your port forwarding by using your mobile phone and gsm (not 
wifi) to access from outside your local network in case your router is not 
allowing a loopback from inside the network correctly.
