Prepare to adopt Borrow<T> in Source/WebKit

Added Borrow<T> support for range-for and subscripting to mostly eliminate the
need for awkward .get() calls.
Added a SUPPRESS_UNBORROWED_LOCAL macro for the few places that cannot adopt
Borrow<T> in a mechanical way.
Updated generate-gpup-webgl so it regenerates
RemoteGraphicsContextGL.messages.in correctly.
Added some VectorBorrow API tests for edge cases that came up.
