Web Inspector: migrate the ESLint legacy .eslintrc to the modern
eslint.config.mjs

ESLint 9 defaults to the flat config format and no longer automatically loads
`.eslintrc`.
Keep the config in `Source/WebInspectorUI` so it does not become the
configuration for unrelated JavaScript elsewhere in `Source`.
Engineers who already have ESLint installed can opt in by running `eslint` from
that directory without adding ESLint to the Web Inspector build.
Editor integrations that resolve configs from each linted file can also
discover it from broader workspace roots.
Keep the config self-contained so using it only requires ESLint itself.
Inline the `eslint:recommended` rules instead of depending on `@eslint/js`.
Declare only the browser and worker globals that WebInspectorUI actually
references instead of depending on `globals`.
Use `ecmaVersion: "latest"` because WebInspectorUI already uses newer syntax
such as private class fields.
Do not carry deprecated formatting rules into the flat config.
Focus the opt-in diagnostics on possible correctness issues and exclude
external, legacy protocol, and minified sources that are not maintained as part
of the Web Inspector frontend.

* Source/WebInspectorUI/.eslintrc: Removed.
* Source/WebInspectorUI/eslint.config.mjs: Added.
Scope the new config to maintained WebInspectorUI JavaScript.
