[css-values-5] Enable inherit() by default

Turn CSSInheritFunctionEnabled on by default and move it to stable, matching
CSSIfFunctionEnabled. The implementation landed in bug 320984 and all of its
imported WPT coverage passes: inherit-function-parsing.html,
inherit-function-basic.html, inherit-function-invalidation.html, and
css-mixins/local-inherit-substitution.html.
Known limitation, tracked in bug 321094: a declaration that only reads a custom
property whose value came from inherit(), as in `border-color: var(--y)`, is not
re-applied when the parent changes. That is part of a wider pre-existing gap in
how the cascade tracks custom property dependencies.
No new tests, the existing imported WPT coverage now runs with the feature on by
default.
