Re-import resources from WPT

Reviewed by Sam Sneddon.
Re-imports the web-platform-tests resources directory from upstream. Among
other updates, this brings in testdriver.js's set_virtual_wallet_behavior,
which the Digital Credentials tests already reference.
The updated testharness.js and webidl2.js surface pre-existing conformance
gaps, so some baselines are rebased to their current output: idlharness
validation now rejects the outdated "async iterable" IDL syntax still bundled
under interfaces/ (bug 318176), and QuotaExceededError is no longer a plain
DOMException name (bug 295570).
