Sync `SVGRect` with WebIDL Specification

Reviewed by Anne van Kesteren.
This patch aligns WebKit with Blink / Chromium, Gecko / Firefox and
Web Specification [1].

This PR changes 'unrestricted float' to 'float' as per specification.
