[JHBuild] Update libjxl to 0.8.2

Follow-up of 266902@main, which updated 'libjxl' for JHBuild to v0.8.2 (same as
Flatpak SDK), except for the minimal modules set which was updated to v0.7.0.
Update 'libjxl' to v0.8.2 in the minimal modules set.
