Sorry I have to disagree with this, many users are developers and contributors. They agreed to share their work with GPL by contract. GPL grants that credit is due to developers and contributors. It is simple: individuals and corporations that invest in web2py *are users* and agree to share all modifications to the framework with other individuals or corporations that use them. It is a matter of *fair competition*.
