http://www.opensource.org/licenses/artistic-license-2.0.php says "(1) You are permitted to use the Standard Version and create and use Modified Versions for any purpose without restriction, provided that you do not Distribute the Modified Version."
After registration you can create wiki pages, edit them, attache them to book pages, post comments. You cannot edit the book itself unless you are an editor. I will make the error more clear because I see the problem: it sends to login when not allowed to do something. I will look into the ticket.
