I think setting up a 3rd party feed is first priority (if you want to
do this at all);
All sorts of things (e.g. wine) do this to supply either distros, or
newer distros than are accepted into the "official" ubuntu stuff...

Then community pressure to make it into the Ubuntu tree / testing /
etc. is probalby the appropriate political path..
