It is a browser issue, the browser is looking at the MIME/TYPE of the file, (which web2py says to be a .gz). So for security reasons, the browser is renaming the extension for the file.
So this could be considered a bug in web2py, in that web2py sends the gz mimetype instead of a w2p mimetype.
