What do you mean by "install a new app"? If you want to create a new app, you can either use the web2py admin interface, or you can just go to the Pythonanywhere "Files" tab in the dashboard, navigate to the /web2py/applications directory, and enter a new directory name where it says "Enter new directory name" (or you can just use a Bash console to create a folder). If none of that is working for you, either contact Pythonanywhere support or just create a new account.
