Well, the second sentence of the readme <https://github.com/gi0baro/weppy/blob/master/README.md>does say it is "based on web2py" (also mentioned in the acknowledgements <http://weppy.org/docs/0.3/foreword#acknowledgments>of the doc). At various points, the docs also indicate which elements come from web2py (e.g., templates, internationalization, pyDAL).
