After the github.org announcement today, I've mirrored the source tree to:
http://www.bitbucket.org/yarko/web2py/wiki You can get a zip shapshot there. If you want to do your bug fixes, enhancements, development using mercurial, take a branch of this, and work there. When you're ready to submit your work for merging, see guidelines there. Depending on traffic, we'll work out the various details (several options exist) for preparing for a merge-request.
