I am pretty sure you'll have hard time convincing ASF infrastructure to support 
Drupal or Joomla on the Foundation servers. 

Our infra only supports a home built CMS: http://www.apache.org/dev/cms.html 
specifically designed for a common ASF workflow. And if I understand correctly 
http://incubator.apache.org/wave/ is using that already. What problems do you 
see with this CMS? We can always discuss extending its functionality with Joe 
Schaefer and the infra team.
