I guess code is little bit outdated now since I tested it with VPP 18.04 and keep in mind that code is PoC quality. There are two plugins for VPP in strongswan kernel_vpp (IPSec and networking backend for VPP) and socket_vpp (communication between VPP UDP punt socket and strongswan).
