the service vpp status output :
Mar 28 11:53:47 localhost.localdomain /usr/bin/vpp[12570]:
clib_mem_vm_ext_alloc: mmap: Permission denied
Mar 28 11:53:47 localhost.localdomain vpp[12570]: /usr/bin/vpp[12570]:
clib_mem_vm_ext_alloc: mmap: Permission denied

*the problem was selinux - i disabled it and now its running*
