Seems to work here, although I didn't do a super clean, I did "git pull" and then "make build-release"... "make wipe-release"... "make build-release".
Maybe try with V=1 and look to see if any error messages before rte_config.h is used. Perhaps you need "make install-dep". Certainly "make bootstrap" would be needed in a new tree.
