I wonder whether the connection with DARPA is related to the tritium. Tritium is normally hard to come by, and it is very useful if you want to make a nuclear weapon. If the goal of your organization was to avoid strategic surprises, you would probably want to look into the possibility of tabletop tritium, however remote it might seem. Eric
