The answer could lie in your moniker.  Puthoff speculates that there
is a balance between the orbiting electron in the ground state and the
ZPF which prevents the accelerating electron from radiating.  If that
orbit is perturbed due to the presence of a NAE, the orbit is
destabilized and possibly upsetting the balance and, possibly drawing
excess energy from the vacuum.
