                Atomic absorption spectroscopy does exhibit some phenomena
which are in this range of the EM spectrum, e.g., the 21cm line of hydrogen
which is due to the atomic transition between the two hyperfine levels of
the hydrogen 1s ground state with an energy difference of 5.87433 µeV.  Now,
that is way too small of an energy difference to think it could have
anything to do with LENR effects directly…

Even this low energy transition (and the Lamb shift) could possibly be
utilized in a gainful device if the sequential frequency of transition is
pumped by anything “free” and the transition is; but a way to extract the
gain needs to be found. In empty space, the time for an isolated atom of
hydrogen to undergo this flip transition is millions of years - but that is
near absolute zero temperature. 

At terahertz levels of ambient blackbody vibration of hydrogen in a metal
lattice, every million transitions would conceivably give quite a nice bump
if they happened near the phonon rate, and if the input power is kept low.
This was one way that the late Robert Forward envisioned to collect ZPE.
