It's been suggested that there must be such a feedback mechanism, but it's not been shown, and it's been assumed in the calculations that feed rate is kept constant, I think.

Water flow rate is not controlled; it is constant. The "feedback assumption" is that heater power is varied based on the effluent temp to keep the temp barely over boiling.

The "feedback assumption" is unsupported by any evidence AFAIK.
