I apologize. I was mis-remembering this project. I am confusing it with some SIP trunks we turned up over a direct path to IQNT.
Our SIGTRAN using the public internet over VPN to IQNT did NOT have an outage during the time period discussed here. So it was not a full outage for IQNT and I am unclear of the rhyme or reason why it happened to some and not others. Any updates are appreciated. Concerning a CLEC can have 2-4 links all go down at the same time. A traceroute shows that we send our traffic to Inteliquent/Sinch (these VPN gateways included) via our peering connection at MICE<https://micemn.net/participants.html>. Meanwhile, calls over our SIP connections with Inteliquent/Sinch were working fine.
