As long as you are not including emails or URLs, use a Toll Free number.

For daily/weekly/monthly limits of 500/1000/2000 SMS, no registration is
required by most carriers.

While this may change in the future, for now that's the easiest way to do
A2P SMS that I've found.

a relatively straightforward REST API to send SMS and 2) will take care
of the A2P campaign garbage aspect.
