What about using IE to check for the server.

This is going to be nearly impossible to do without effective diagnostics.
I am
also suspicious of your system configuration since it won't even run telnet
correctly.

What you need to do is find a way to check if port 5900 on your system is
visible from where you are trying to reach it.  Telnet is the simplest
check;
you might want to attempt another system or borrow one and try using it
remotely.
