I would first try to reinstall the service. Goto the command prompt and type the fully glorified path to the service with a -service switch such as:
"C:\Program Files\ORL\VNC\WinVNC.exe" -service Then check the service to see if it will start. If that dosen't work, try checking the registry key: HKLM\SYSTEM\CurrentControlSet\Services\winvnc\ImagePath Verify that the path is valid.
