AFAIK ZA does not watch for keyboard / mouse activity. It looks for internet activity, but from the symptoms, 'activity' means a new connection (every http request is a new connection) and my guess is that VNC starts a single connection, and holds it open. ZA does not see the traffic, just the make / break of the connection, and thinks nothing is happening.
