The password verification fails in both cases - either thru the web browser
or VNC viewer.  However, will take a look on the access list feature to see
whether it can solve the problem.

Are you using the Java client from a web browser or a native client?
If it is Java try using a native client.

VNC is a very simple protocol to proxy and support, is it a normal
TCP session on a single port (the java client's web server uses a
second port though).  No odd reverse connections or UDP traffic that
can cause problem.

Do you have a access list set up in VNC, I haven't used them but that
might do it.  I assume you are getting a prompt, which means you have
connected.
