Are you using the Java client from a web browser or a native client? If it is Java try using a native client. VNC is a very simple protocol to proxy and support, is it a normal TCP session on a single port (the java client's web server uses a second port though). No odd reverse connections or UDP traffic that can cause problem. Do you have a access list set up in VNC, I haven't used them but that might do it.
