Well... yes and no.
You can install either Microsoft's Java VM or the Sun one and have it work fine; it 
doesn't ship with it installed, though. You may
also see XP claiming that your Java installation is damaged if you examine downloaded 
program files in IE.  Ignore that; I believe
it's a symptom of the core OS no longer "embracing" Java - which is probably A Good 
Thing.

Netscape 6.2 works fine on XP also - with Java support, of course.  I've actually 
played with several java applets over the last few
months and have had no OS-specific issues with any of them on XP.
