Aside from the legalities, it sounds an awful lot like incoming connections on port 5900 are being blocked. WinXP includes some "firewall" software which is active by default - try turning it off. (Sorry, I can't be more specific as to HOW to turn it off - I've used XP all of once and don't presently have a need for it.)
