This sounds like the default password isn't set, just the current user.
Set this from start -> programs -> vnc -> administrative tools -> show
default settings.

We're seeing an issue around the shop with Windows 2000 servers. It
won't authenticate ANY password (this is more than one box) after a
reboot. The only way it will allow remote access is if you log onto the
local desktop (TSC access isn't a substitute).

Any thoughts?
