Why don't you use a simple batch file ?
1- copy files (dll, winvnc.exe...) to \Program Files\VNC
2- regedit /s "file.reg" with a saved registry from a good config.
3- winvnc -install (the message "successfull" disappear automaticaly)
4- net start VNC (if you want to use it without reboot)
I never try it, but I think it will work ?!

I work only with Windows (sorry, i'm testing Linux, but not so easy !)
I know VNC since a lot of time, but use it in my company recently.
