The only thing I am aware of is "Mobile IP".  Basically, the address you
give people is in a subnet controlled by a Mobile IP router.  That router
knows how to talk to other Mobile IP routers, and can forward packets to
whichever router is currently servicing your device.  Unfortunately, it is
really intended for roaming more than for dynamic IP solutions, and it is
insufficiently widespread.  

I guess it might be possible to set up a single Mobile IP router at a
static address and support a limited number of people.  A major problem is
that each device will need a globally visible and routable IP address, and
those aren't cheap anymore.  Once IPv6 takes over the world, IP address
space may become "nearly free" again.  But with IPv4 as the standard, and
"only" 4 billion IP addresses total in the world, things are a little tight.  

The reason they can give away names for free is that they only need one IP
address to do that.  They can register their own magic DNS server as being
responsible for the "magicdomain.net" (or whatever) domain, and then anyone
looking for a name like "johndoe.magicdomain.net" will be sent to that
magic DNS server.  That server can look up "johndoe" in a database that is
updated whenever you log into the network, and report whatever IP your ISP
assigned you.  Doesn't really cost them much, except bandwidth and one IP
address for the DNS server -- although bandwidth isn't free, so I still
wonder where they make their money...
