Recall that the registry is only read when the server starts up and 
initializes. If you didn't have the password, then the server is displaying 
the properties dialog, waiting to have the password set. With no 
interaction, the password won't get set even if you later put it into the 
registry.

My suggestion:
1) do a "net stop" to kill the server that you started before setting the 
password
2) verify that a password hash is in the expected registry location, and 
that it's the right type (BINARY, which can't be imported using a .REG file)
3) do a "net start" to re-load using the registry settings
