Here's a suggestion I used for my company:
1) Disable the system tray icon: Users will not know it's there if they
don't see! This approach still leaves the application on the machine under
C:\win32app for the users to discover (not a good one here, but better then
what we see now, which allows the user to change the setting).
How to:

Regedit- HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run

remove the value: WinVNC                                        REG_SZ
"C:\win32app\VNC\WinVNC.exe" -servicehelper

2) The user is not allowed to view the properties dialog and hence cannot
change any settings, including the password: Users will not be able to
access the WinVNC properties and thus making it more secure for us as admins
to have full control over the software's settings.
How to:
Regedit- HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\Default
Add: DWORD Value  = AllowProperties                   REG_DWORD
0x00000000 (0)
The default value for this is set to 0
A valid password must therefore be in force before using this setting.
