if you are using WINS then you will be able to associate the name and
disregard the ip. im not sure what your environment consists of but it works
for our machines running dhcp

Question 2 is difficult if you are working on DOS boxes.  I've done it with
Linux machines and Windows machines by setting up an ISC nameserver and an
ISC
DHCP server.  The two communicate with each other very well.  Windows
machines
automatically request a name when they get their IP.  For Linux, I had to
use
the ISC DHCP client, though I have discovered that pump (the default on my
Debian system) requests names, also.

Most of the work is on the DHCP server and the nameserver.  After that, you
just have to get a DHCP client that requests hostnames.
