The VNC Server needs to run on the workstation being controlled - this is
the only way it can grab the screen.  There are scripts available which
will automate installation on at least WinNT machines, I'm not sure (not
being a Windows person) whether they would work on '9x.  You could probably
leave the server application itself on the fileserver, but you'd still need
the Registry configuring.

If you can run the app in a DOS box, and remember not to put it in
full-screen mode, it should work.  You may need to turn on options to
perform "polling" of the window in order to catch updates.
