Exactly what you describe is what was happening to us.  I am running the R9
on both the client and the server if that makes any difference.

When we upgraded our server to 2000, we could not longer start a vnc
session.  At the time we had 3.3 R7 installed on the server.  I upgraded it
to 3.3 R9 and everything works fine.  I don't know if it was the reinstall
or the change of version that cause it to start working again.  We saw this
on both of the 2000 servers we have.
