 How complete is Cygwin/XFree86?
 
At present the X11R6.4 libraries clients and servers are functional on
Windows NT, 2000 and ME. Windows 95 and 98 have 16-bit code in their GDI and
we need help from volunteers to resolve issues on those platforms.

Based on the FAQ item above, a port to NT should be do-able,
but porting to Win9x is hopeless until/unless the 16-bit GDI code
issue is resolved.

The FAQ item claims that their X server is working, today, for
Windows NT, 2000 and ME.  I only have access to Win9x systems,
so I cannot verify their claim.  Maybe you can?
