At one point in time, older versions of the Xvnc server didn't handle more
than one symbol (glyph) per key. Are you running the latest Xvnc, 3.3.3r2?
If not, upgrade and try again.
In either case, look for invocations of 'xmodmap' in your X startup scripts.
'xmodmap' changes the keyboard layout, and is likely to be the culprit
putting you into this state.
