If you don't have access to the firewall, it wouldn't help you even if you could change 5900 to 5800, since the port for web access would be 5700 which you can't have it open.
On the other hand, having the firewall's port 5800 open isn't enough. The port needs to be mapped to your VNC server's IP address. That, you didn't mention if that's the case. And you haven't mentioned on which O/S your VNC server is running. Anyway, suppose your VNC server is running in Windows, and its version is 4.1.x, you just need to open "Server properties" dialog. You'll find what you need at the "Connections" tab.
