A class A 10 network is a private network address not routeable.  In
this case, the 'router' is actually on the internet provider's side.  As
a test, have them go to a web site such as ipchicken.com which will tell
them the IP address that it's being seen in the world.  It will not be a
10.xxx address for sure.

Their powerline connection is probably using routers on the head end.
If they are doing a one to one connection translation (NAT),  and
provided they allow incoming services (very well could be that they
don't), then you could try hitting the external IP address (get it via
ipchicken for example). Just make sure you open up ports 5800 and 5900
via XP firewall.
