Does Real-VNC have a general information guide for a new user wishing to use
VNC over a VPN.?

If your VPN is well configured such that everything is passed through as if you're plugged to the LAN, no guide is needed. Just use it.

Our VPN provider will not advise on the use of or support of any remote
control software. Probably because of too many functional issues and problems ?

Or maybe they want to exempt from more responsibilities?

One of the possible "issues" I could think of is of course security. VNC is such that one can get full control on a computer if the password is known, but this is true for a lot of things. Not only VNC.

Personally, I installed VNC in my company's computers so that I could established a VPN to my company and supervise those computers.
