VNC will update viewers as frequently as it can, given the available bandwidth. i.e. it will adapt to lower bandwidth connections.
What I was referring to (unclearly it seems), is that if the software in use does not change the screen much/very often, then the clients will catch up - it just takes longer over a slow link. If the screen image is much more dynamic, then the bandwidth requirements will go up - and if there isn't enough bandwidth, then the clients will simply not get all the updates.
One way to improve the perceived performance is to reduce the quantity of screen image changes that have to be transmitted - by removing unneccessary things like animated slide transitions in PowerPoint, or fancy background images (that have to be retransmitted when they are uncovered etc.
