VNC will update viewers as frequently as it can, given the available
bandwidth.  i.e. it will adapt to lower bandwidth connections.

Multicast is inherently very hard to get right.  There's no such thing as
multicast VNC, so I'm not sure what you're referring to.  Some sort of
VNC-to-multicast proxy?
