So you CAN ping that port on the server, but it does not respond with the VNC data ... sounds like for some reason the server just isn't transmitting data.
Try telnetting from that machine TO that machine ie: 127.0.0.1 5900 If you still get nothing look critically at the firewall / program configuration. Look at the registry for what port the server is ON.
