Ping and traceroute are fine. Telnet does not yield RFB 003.003. I have four sites (three remote to me) all running NT 4 and WinRoute Pro. I can telnet to three of them using 'telnet {ip} 5900' and get the proper response. But not this one.

Out of sheer curiosity; Have you tried both ping and traceroute?
